LibmeshPartitioner
Mesh partitioning using capabilities defined in libMesh.
The libmesh partitioners available are:
METIS

The LibmeshPartitioner
partitions the mesh, not the numerical system. If parts of the mesh have more variables/DoFs than others, this may cause imbalance.
